Ntsc To Pal-m Or Pal-n ?

You can also connect your xbox with a RGB scart cable. When using an RGB connection it doesn't matter if your television supports NTSC or PAL (i own a PAL xbox and my television doesn't support NTSC, but when using an RGB scart that isn't a problem).

To use a RGB cable you should buy a scart cable that supports it and your television should have an RGB input.

There is no cheap way with a transcoder.

Besides you could try setting ur xbox to pal and via MS dash if you can change it that, as i can change between PAL and PAL60 u might have the other stuff.
