No. There is no such app, and given how impractical it is, unlikely there ever will be such a capability.

Xbox is not "Windows". Apps cannot run simultaneously. Forget the notion, it cannot be done.

You'd have to build audio/MP3 playback into the BIOS.  Like BenJ said, it's entirely impractical.  Also, when you consider that the MP3 decoding would take CPU cycles away from the game, it leaves impractical and heads straight over to ridiculous.

Hint, Mr. Moderators, maybe a Read me first FAQ at the top of this forum (and possibly Development too) would be useful. This is probably the 20th thread in a couple of days with this kind of issue.
