If your asking for a FTP client for your computer...FlashFXP is the way.
For Xbox: XboxFTP

Media X Menu (MXM) has best FTP server (PASV mode, very fast). I've also suggested to XBMP that they are welcome to use my FTP server in their code to replace the clunky XBFileZilla.

for an ftp server EvoX dashboard works good, but is not very configurable.

i think the server in mxm is more configurable but you need to use FlashFXP to make it work good.

I don't think there are any servers that allow you to play movies via streaming or off the hd while serving files
