Can I Use Eepromer To Change Region Code?

I have a modded JAP xbox.

I am playing PDO(JAP version) now and found it can not show English Subtitle. I heard that if you have a modded US xbox. PDO can show English Subtitle, I wonder can I use EEPROMER to change the region code? If it can, how to do that? thank you.
