Do you need a special Xecuter Bios for a 128 mb bios?

No retail game is programmed to use the full 128 mb so it will work but with only 64mb of your memory.  As for homebrew apps some (especially) emus can and will use the extra memory (Just get 4981 as far as I know it supports it)  Also, debug bios's will use it and any Linux distro can make use of it.  So basically, as far as I know, no.

I already know that, and xbox games will take advantage of the added RAM, if you edit the .xbe flag.

So the answer is that the newest xecuter bios will support it?

The answer is: YES, the newest X2 bios will support it.
