Trying To Flash An Xecutor 2.3blite+

Im trying to flash an xecutor 2.3blite+ modchip with an xecutor 4981.06 bios using xecutor 2 bios manager. I fluffed the file and made an xiso then put it on a compatible cdrw using nero but the cromwell bios just says halting everytime i load the cd.Does any one have any clue why its not working?

The BIOS disc is standard ISO9660 data - not XISO.
