Ive been experimenting with this You might want to try this:
From information in this thread I was able to do the following on a Flash USB Device without using Xbox controller:
PC OS = Windows 2000 SP4 - Did NOT install XCTRL device driver
1) Attach Flash USB device to XBOX using USB conversion cable.
2) XBOX detected and erased the card.
3) Attached "XBOX FORMATTED" Flash device to PC.
4) Download USBIO Demo software from:
http://www.thesycon.de/eng/index.htm5) Install USBIO software up to the point of telling you the VID and PID IDs, then cancel out of install Still determining if it actually installed much.
6) Download Action Replay software 1.20 from
http://us.codejunkie...box_1_20_US.exe7) Install the Action Replay software

Modify the file C:\Program Files\Datel\ActionReplay Xbox\Drivers\xbreader.inf to include the new VID & PID information in the [_Devices] section, in my case it was: %S_DeviceDesc1%=_Install1, USBVID_0892&PID_0301
9) Right click on "My Computer", select manage, Select "Device Manager". Open USB Controllers and select your USB device. Normally "Generic USB mass storage device".
10) Right click on it and select Properties
11) Select Driver Tab.
12) Select Update Driver, select Next, Select Search and hit Next, only tick Specify Location, and browse to "C:\Program Files\Datel\ActionReplay Xbox\Drivers" select the xbreader.inf and hit Open. If the VID and PID are correct then it will update the driver to an "Action Replay XBox"
13) Run Action Replay which should now see the "Action Replay Memory Card" and allow save game transfer.
