4976.02/orig Bios Problem With Soul Caliber 2?

Well, a long time ago I had the Soul Caliber import and it wouldn't work for me.  What I mean is that when I would pop the game in the sound would seem to be fine but the screen would be all messed up - just a jumbled mess.  I thought this was because I had a bad copy, etc. but I just got the new OXM demo disc and it has a playable demo of Soul Caliber 2 on it....when I load the demo I get the same jumbled mess I got before with the import.
Now here is the strange part.  I tried this demo with the mod off as well as on and got the same result both times.  Has anyone else had this issue?

I don't know if this is a bios problem, but I can't think of what else it could be since it doesnt work with the mod on OR off.  No other problems with any games.

First is it in PAL format?  Second if you have an original disk of the demo and it doesnt load with the bios off, I think that would rule out the possibility of it being a bios problem.  The only other suggestion I would offer is to up your bios to 4977 and see what happens.  But most likely I am guessing it is in PAL format if your getting a jumbled screen.
