i have  had a blank hdd in there and it boots form the cd-rw fine
either you burn is a bad one
or your are missing a critical setting

good luck with fixing it either way, should be too hard
i have had this problem a few times doing friends boxes and rushing,
now i learned my lesson and i double check everything before i restart xbox
