Ccxstream - Can't Bind To Port 1400?

O.K.  Had ccxstream working fine for months.

Come in today and try to run the same batch file to set it up, and I get this error message: Can't bind server socket to port 1400

I changed nothing with the file or, to my knowledge, my network setup.

Anyone have any idea what's wrong?

reboot windows, or change the port.

Thanks for the advice, but I figured out that my router changed the IP address for my PC (no clue why).  So I changed my .bat file and it works like a charm.
