Shoutcast Without Relax?

Well....

Name server (or DNS) is set to what your ISP gives you.   Make sure router/gateway (same thing) points to the box connected to the internet.  You do need to enable ICS in windows.  Honestly, windows doesn't work great with all this.  XBMP couldn't get an IP from a windows DHCP or find a system when given a static IP.  Once I switched to my FreeBSD box with ISC DHCP 3 and routing, and once I set it up correctly, it worked perfectly.  It's worth mentioning that I have 2 comps, a 9 ports switch, and an XBox.

Look into DHCP- it makes life easier.  ICS will also help a LOT.

Good luck!!

the name server ip is not needed

your shoutcast shortcuts *should* have the ip of the stream's origination. No need to resolve a host name.

While I haven't used ICS via the two nics method. Have you verified that the stream you are trying to connect to still exists?

Copy the "shoutcast:\ip.ip.ip.ipportstream" info and past it into Winamp in the 'open location' dialog. Change shoutcast to http and let her rip. If your pc can see it and your xbox cannot, the either marlformed url or the need port(s) aren't getting to the xbox.

Alternatively goto shoutcast.com and listen to an active station. In winamp, do a 'get file info' copy the url into a text file, replace http: with shoutcast, and open that text file with xbmp.

Sorry if that's a little basic. I dunno what you've tried so far.
