Id this an IDE drive?

If so, make sure it is connected to the primary master end of the IDE cable. I disconnect the other HDs in the PC for safety. Go into the BIOS and disable primary master. Don't connect the IDE cable to the HD until you are at the main Xboxhdm screen.

Did you put your C and E drives on the CD with the eeprom.bin file?

Xboxhdm by itself won't make a new HD for you.

The HD needs to be lockable, but you should be able to build the partitions. The lockable part comes in after you build the drive and try to lock it.
