i just leave mine on dhcp and the router will make the ip. try different variations of the ip address like 192.168.1.101, 192.168.1.102    the router will make a different one for each port. check your router settings

use unleashx, it has a great ftp server. also check on the back of the box, if the lights on the network plug are on at all.

Make sure the default gateway setting on the box points to the router's ip. Or if you're not using a router, make it point to the computer's (the one which you are connecting to the box from) ip.

And of course make sure the ip of the box and the comp are in the same range (eg. pc:192.168.0.1 and box:192.168.0.2) or (router:192.168.0.1, pc:192.168.0.2 and box:192.168.0.3).

Check your password and login for the xbox as well! (pretty obvious, but I just thought I'd mention it).

EDIT:
Oh and if you had a router it should assign the ip's automatically. Don't know if it does this for the xbox though. Just make sure you check that default gateway.
