The easiest way is to connect you Xbox to a router and forward connections on port 21 to the xbox! Of course this means you'll have to leave it on for the FTP to work.

If you connect your xbox to you computer with a cross-over cable it's pretty much the same thing but you'll gonna have to install a routing software to transfer connections on port 21 to your xbox.

I say port 21 because it's the default port on FTP but you can change it to what you want as long as you remember to change it when you'll try to connect to it.

Probably not, just read up on basic FTP. If your xbox and pc are going to be behind  routers running NAT, you will also need to open the ports for the data channel and forward those ports to the xbox or pc, depending on what mode your in, pasv or port. The default ports used for the data channel can be found in the .xml files of your dashboard.
