Yes, you need a dashboard that supports FTP to be able to use Xbox sound track editor, these include:
Evox, MXM, Unleashx, Avalaunch,

Your welcome,
to run Evo-x or any other 'non MS stuff' then you can either:
A ) Have a modchip (or tsop flash which is similar)
B ) Install a 'Software exploit' these are where you don't actually install anything in your xbox, they use an exploit in game saves to enable you to run unsigned code, check out the pinned topics in the Game exploit forum on this site.
